Pulmonary Edema is characterized by shortness of breath, rapid breathing, restlessness, anxiety, paleness, sweating, bluish lips and nails, low blood pressure and persistent cough. It causes the lungs to fill up with fluid as a consequence of congestive heart disease (failure).
